The eagle has returned--2524 Eagle Avenue, Alameda, CA

What is the story on this house at 2524 Eagle Ave, I saw it today as a new listing on California moves. I'm sure I went to an open house here back in the fall of 2007? Any ideas?I too remember seeing that property last year. I don't know what happened to it then, but there's no transaction past 2003 on Zillow, so it must have come off the market and just been relisted. Here's what I did find, in addition to the original property site (same agent, interestingly):
$599,000, 2 bedrooms, 1 bathroom, 1,276 sqft, approx. 3,049 sqft lot

Googling the address reveals its previous list price ($619,000) and the fact it was listed fairly recently, since Trulia and Google and a lot of other sites still have a record in their indexes (I boxed the relevant bits in red):

2524 Eagle: This listing expired in July 24, 2008. So the listing agent reactivated it August 19, 2008. On the MLS, it is showing as a new listing. Generally, a listing has to be off the market at least 30 days before it can re-posted as a "new" listing.
According to the listing agent, Section 1 of the pest report was cleared, and all required permits and repairs were completed.

2524 Eagle Avenue first came on the market in Jan 08. The sellers had just completed a beautiful kitchen, bath & deck remodel. An offer was accepted in February, close of escrow delayed because someone reported the work had been done without permits. The city caused excessive & some unnecessary changes and slapped >$30K in fines on the sellers. The delays caused by the city to obtain permits resulted in the buyers cancelling (after hangning in for more than two and a half months...they loved the house)
They've since sold the home to the a relocation company.
The expired listing occured because of a paperwork delay from the relocation company. EBRD would not allow us to continue the previous listing and DOM because it was a new listing agreement.(WE TRIED!!!)
The home is beautiful and was just reduced to $574,850
I'm curious: since the original listing mentions "Kitchen: Remodeled & permitted, December 07," and since the unpermitted work was discovered after the listing first appeared January 2008, does that mean that the original listing falsely advertised the kitchen as permitted?
